Right now, project activities related to Forest Conservation and /or Deforestation Avoidance are not eligible for the obtention of carbon credits according to the Kyoto Protocol.
Nevertheless, tropical forests preservation was one of the principal topics discussed at the Bali conference, in December 2007, where representatives of 187 countries were reunited to define the basis of a document denominated "Bali Roadmap", which determines the agenda to be followed by the countries up till 2009, when the Copenhagen Conference will pass. There, the nations will have to reach a consensus as to new goals and commitments to be agreed on for the period after 2012, when the Kyoto Protocol ceases to be effective. |
The Bali Conference registered many advances in creating financing and supportive mechanisms for developing countries to protect their forest, as the Reducing Emissions from Deforestation and Forest Degradation - REDD.
Bali Roadmap’s final text talks about the reduction of emissions from REDD and possibilities of good use of market mechanisms to remunerate deforesting reduction.
The document foresees "political actions and positive incentives" for REDD. Even more, the text cites the importance of conservation, of sustainable use of forests, and of carbon stocks increase in the forests.
The decision to include the forest in the goals of emissions reduction “was a historical step” in the climate change negotiations in the UNO. Up until then, the terms related to “forestry / forest conservation, forest carbon stocks and deforesting avoidance” were never included in the agreements.
Behind protocol language, there is the possibility of borrowing and financial funding - one of the poorest tropical countries´ main preoccupations.
Therefore, the tendency is that “forest conservation” activity and/or “deforestation avoidance” comes to be eligible by UNO for the Kyoto II period (after 2012).
And, according with the Kyoto Protocol, it will be necessary to approve a new methodology based in “forest conservation” to carry out a project of such nature.
